Bulacan State University (BulSu) has achieved a significant milestone: the Commission on Higher Education (CHED) approved launching a Doctor of Medicine program last June 26, starting in the 2024–2025 academic year. This approval marks a pivotal moment in our educational journey.

BulSU has carved a unique path as the first State University and College (SUC) in Region III to receive authorization from CHED. This exclusive recognition is a testament to our unwavering dedication to academic advancement.

After waiting for CHED’s approval for over a year, BulSU’s College of Medicine (BulSU-COM) will accept the first batch of medical students under the College of Science at its San Rafael Campus this September 2024.

The BulSU San Rafael Campus is situated in Barangay San Roque along the Plaridel Arterial Bypass Road. It features two four-story buildings built on a two-hectare plot of land donated by Filinvest Corporation and funded by P200 million from the national government in 2021.

BulSU’s main campus was founded in Malolos City in 1904; further campuses were opened in Bustos in 1976, Sarmiento in San Jose Del Monte in 1998, Meneses in Bulakan in 2000, and Hagonoy in 2011.

BulSU was established four years before the University of the Philippines (UP). In the early years of the American occupation, BulSU was known as the Bulacan Trade School, an intermediate institution.

The institution changed its name to Bulacan College of Arts and Trades (BCAT) later in 1965, and it started offering four- and five-year college programs like industrial education and engineering. In 1993, it was renamed the Bulacan State University and began offering several academic programs under the auspices of several schools and institutes.

For many reasons, BulSU is often regarded as the best State University and College (SUC) in Bulacan. The university is known for its academic excellence, offering programs accredited by various educational bodies and ensuring high education standards. BulSU consistently produces top-notch graduates who excel in multiple fields.

Thanks to the “Doctor Para sa Bayan Act,” also known as Republic Act No. 11509, established a medical scholarship and return service program for eligible students, under which the BulSU-COM is provided free of charge.

Senator Joel Villanueva, the principal author, and sponsor of the Doktor Para sa Bayan Act, has expressed his full support for the CHED’s approval of the Bulacan State University (BulSU) Doctor of Medicine program. His endorsement further solidifies the credibility and potential of our program.

The Doktor Para sa Bayan Act, or Republic Act (RA) 11509, was signed into law by former President Rodrigo Duterte on December 23, 2020. Its purpose is to provide a Medical Scholarship and Return Service (MSRS) program for worthy students enrolled in state universities and colleges (SUCs) or affiliated private higher education institutions (PHEIs) in areas where no SUCs provide medical courses.

Free tuition and other fees; an allowance for required books, supplies, and equipment; clothing or uniform allowance; an allowance for housing in a dorm or boarding house; transportation allowance; internship fees, including funding for the required internship; medical board review fees; licensure fees; yearly medical insurance; and other education-related miscellaneous subsistence or living allowances are all examples of the financial assistance provided to students enrolled in the MSRS program.
